Was sich bereits in den letzten Jahren abzeichnete, hat durch die globale Finanz- und Wirtschaftskrise eine neue Dynamik erhalten: die These von der Verschiebung der globalen Kräfte-, aber auch Legitimationsverhältnisse. Nicht mehr die USA und der Westen geben den Ton an, sondern die «emerging countries» – allen voran China.
Dieses Reich, das bereits einmal eine Weltmacht war, sticht nicht zuletzt deshalb heraus, weil sein wirtschaftlicher Aufstieg nicht auf Rohstoffen, sondern auf Arbeit und Geist beruht.

Die drei Referenten gehen aufgrund ihrer langjährigen beruflichen und wissenschaftlichen Erfahrungen mit und in China der Frage nach, wie die ausserordentliche aktuelle Lage und vor allem die mittel- und langfristige Entwicklung aus chinesischer Sicht interpretiert wird und welche Schlussfolgerungen sich daraus für den «Westen» bzw. Europa im Besonderen ergeben könnten. So ist etwa keineswegs sicher, dass sich Demokratie und Kapitalismus, aber auch Vorstellungen von Menschenrechten oder interkulturellem Dialog nach westlichem Zuschnitt in der ganzen Welt durchsetzen lassen. Vielmehr stellt sich die Frage, inwiefern China künftig Normen setzen wird.

There is a sense in Beijing that this is China’s moment. Its leaders no longer stick to the script that China is a humble player in world affairs that wants to focus on its own economic development. Instead China is a “great power”, which can chide America for its profligate spending, harass its spyships and treat a visiting Hillary Clinton as an equal. As for Europe, that distant, elderly speck on the horizon, it can be safely ignored: France is still blacklisted for daring to talk to the Dalai Lama. Geopolitics is now a bipolar affair, with America and China the only two that matter. Thus in London next month the real business will not be the G20 meeting but the “G2″ summit between Presidents Barack Obama and Hu Jintao. This week we look at China’s new role in the world. Even if its new assertiveness reflects weakness as well as strength, its relative power is growing—and both the West and China itself need to adjust to this.
